Features: This book consists of two parts. The first part interprets the hot issues of the "Road Traffic Safety Law," while the second part explains the law through case studies. At the beginning of the book, an interview with a relevant department head from the Ministry of Public Security titled "A Milestone in the Construction of Road Traffic Legal System" is specially selected, where the official answers reporters' questions about the "Road Traffic Safety Law." At the end of the book, the original text of the "Road Traffic Safety Law of the People's Republic of China" is appended. Thus, the book is comprehensive, systematic, practical, and authoritative, ensuring its quality. It can serve as a legal training textbook, a guide for law enforcement officers, and a learning resource for traffic participants such as vehicle drivers. On October 28, 2003, the "Road Traffic Safety Law of the People's Republic of China" was passed by the fifth session of the Standing Committee of the 10th National People's Congress and will take effect on May 1, 2004. This law concerns the vital interests of every individual, having undergone multiple deliberations and a decade-long journey. It is a legislative model that prioritizes human well-being and reflects humanistic care. To actively implement this law and provide a highly practical reference for traffic police, citizens, legal persons, and other organizations, the editorial committee of the "Practical Series for Public Security Police" promptly organized the writing of the book "Hot Issues and Case Studies." Compared to previous similar laws, the legislative purpose of the "Road Traffic Safety Law" has been perfectly refined and deepened, with numerous hot issues added, such as the principle of protecting personal safety, the revision of accident compensation principles, the transformation of third-party liability insurance into mandatory, the rejection of the "hit-and-run" mentality, the new requirement for medical institutions to rescue promptly, the prohibition of charging for towing, the exemption of new vehicles meeting standards from inspections, the severe punishment for violations resulting in life-long driving bans, and the system for swiftly handling traffic accidents, among others. This book focuses on these hot issues and explains the specific content of the "Road Traffic Safety Law" in order, fulfilling the needs of traffic safety law enforcement officers, vehicle drivers, and other traffic participants in learning this law. It helps people understand the legal provisions, grasp the legislative spirit, standardize law enforcement practices, and ensure safe and legal traffic management. The above is the purpose and starting point of our writing this book—to contribute to the full realization of the humanistic care and the life-first traffic safety philosophy that permeate this law.
