It categorizes them into two major schools: Old Institutionalism and New Institutionalism. By systematically organizing and contrasting the strengths and weaknesses of various theoretical schools of institutional research in the field of administrative studies, and comparing them with the scientific achievements of institutional research in related fields of the social sciences, the conclusion is drawn that the theory of institutional equilibrium is the scientific theory that effectively ensures the successful implementation of the logical approach of "promoting administrative development through institutional innovation" at the practical level.
