Features: Based on a detailed description of the functions of land systems and their contemporary developments, the balance between land system supply and demand and its constraints, the historical evolution of land rights systems, and the structural defects of China's contemporary rural land rights systems, the essence of the functions of contemporary land rights systems is revealed. Addressing the limitations of China's land rights system theory, the defects and lags in institutional supply arrangements, and the theoretical and practical difficulties of socialist collective land ownership and its forms of public property rights, the paper proposes a new land property rights theoretical model, "Farmer Land Holding Property Rights System," by integrating the concepts of property rights and real rights. It defines this model as "a structural right relationship where farmers legally inherit, hold, utilize, and distribute benefits from collectively owned land within a certain period, with limited transferability," and clarifies its scope, nature, structural dynamics, and basic functions. On this basis, it elaborates on the innovation and improvement of supporting systems such as farmers' (citizens') property rights, land taxation, acquisition, transactions, operations, subsidies, agricultural business organizations, and farmers' social security, all linked by the "Farmer Land Holding Property Rights." The exploration and research on "Farmer Land Holding Property Rights" and the proposal of the theoretical model provide a theoretical basis and practical significance for the innovation of China's modern agricultural land property rights system and the resolution of the "Three Rural" issues.
