Features: The role of intangible assets in economic growth is becoming increasingly important, but at the same time, the recognition, measurement, and accounting of intangible assets are becoming more challenging, and the contradiction between the two is intensifying. How to resolve this contradiction is a potential severe issue for governments, investors, and corporate managers. The Brookings Institution formed a special working group to discuss and study intangible assets over a two-year period, investigate areas of concern, and develop this research report. The report suggests that governments and businesses take actions that they can and should implement to improve the quality and quantity of useful information about intangible asset investments not only at the corporate level but also at the specific industry level and even the overall national economy. This book aims to provide policy recommendations for collaboration between governments and the business community, enabling both sides to work together to enhance the quality and credibility of intangible asset information. The book proposes a set of initiatives, including the following three aspects: (1) government-funded establishment of corporate models and reporting models; (2) guidance and supervision by the Securities and Exchange Commission and the Financial Accounting Standards Board; (3) revising intellectual property laws to strengthen the protection of patents, trademarks, and trade secrets. The report believes that as research deepens and practices develop, the information on intangible assets will be further optimized, resource allocation will become more rational, and capital markets will become more stable and fair.
