Features: As a crucial aspect of modern rule of law, criminal legal governance plays a significant role in the development of China's socialist rule of law. The highly practical discipline of criminal law plays an irreplaceable role in establishing the goals and directions of criminal legal governance, setting principles and policies, planning steps and processes, selecting strategies and measures, and analyzing and solving practical issues. Therefore, research institutions and scholars engaged in criminal law studies should earnestly fulfill the glorious mission entrusted by the times. As a national key research base established in the field of criminal legal governance, the Research Center for Criminal Law Science at Renmin University of China has, since its approval by the Ministry of Education in December 1999, adhered to the fine tradition and academic style of the criminal law discipline at Renmin University for decades—focusing on reality, valuing practice, and pursuing truth. It has actively conducted multi-dimensional, multi-angle, and multi-channel research and consultation on various new situations and issues arising in the process of China's criminal legal governance. In addition to submitting research and consultation reports to the Ministry of Education and relevant central political and legal organs, publishing thematic papers in various journals and magazines, and releasing thematic works for public publication, a considerable number of these achievements have also been disseminated in the form of short essays, interviews, and commentaries in newspapers, television, radio, and other media. These works, though brief in length and concise in content, contain academic thoughts and practical value that should not be underestimated. To better concentrate their social benefits, promote the spirit of the rule of law, advance the development of China's criminal legal governance and criminal law research, and advocate a research style that actively focuses on social realities and promptly responds to the demands of the rule of law, the Research Center has, in consultation with the China University of Political Science and Law Press, decided to select and compile the short essays, interviews, and commentaries published by the center's researchers in various media in the previous year, starting from 2003, under the title "Criminal Law Commentaries," as an annual serial publication published by the China University of Political Science and Law Press.
The first volume of "Criminal Law Commentaries" (Volume 2003) includes over 70 articles, carefully selected from more than 100 short essays, interviews, and commentary articles published by full-time and part-time researchers of the center in various media in 2003. The content covers a wide range of important issues in the field of criminal legal governance in 2003, including criminal law modernization, criminal law interpretation, interregional jurisdictional conflicts, the abolition of the death penalty for non-violent crimes, the reform of labor education, the discretion and execution of criminal penalties, community corrections, criminal law issues related to COVID-19, terrorism, financial crimes, intellectual property infringement, sexual abuse of minors, cyber crimes, corruption, the Iraq War and international criminal law, and other issues in the application of criminal law. These topics encompass the various important issues that emerged or persisted in the field of criminal legal governance in 2003.
We sincerely hope that "Criminal Law Commentaries" can grow in sync with the development of China's criminal legal governance, contributing its due role to advancing the process of criminal legal governance and promoting the prosperity, stability, and progress of the nation. We also hope to join forces with scholars of criminal law to work together with unity and determination, with a more proactive attitude, enthusiasm, and rational vision, to continue to focus on the realities of criminal legal governance and pursue a bright and glorious future!
This theoretical collection includes over 70 articles covering issues such as criminal law modernization, criminal law interpretation, the reform of labor education, corruption, and other important issues in the field of criminal legal governance that emerged in 2003.
