Features: Cheng Weigao's five serious violations:
1. Interfered in administrative affairs, benefiting others and his son Cheng Muyang, causing significant economic losses to the state;
2. Allowed his spouse and children to use his official influence to engage in disciplinary violations or even criminal activities;
3. Used his authority to retaliate against Guo Guangyun, who reported his issues truthfully;
4. Received expensive items such as jadeite vases from others with his spouse;
5. The two former secretaries, Wu Qingwu and Li Zhen, were illegally convicted to death and life imprisonment, respectively, for criminal activities facilitated by Cheng Weigao's official influence.
From November 12, 1995, to February 17, 1996, Guo Guangyun was detained in Shijiazhuang City Detention Center for nearly three months, where the "special task force" subjected him to cruel physical and mental torture. On February 17, 1996, Guo Guangyun was arbitrarily sentenced to two years of labor education. Due to deteriorating health, he applied for parole and was released early on November 30, 1996. In early 1997, Guo Guangyun and his wife bravely embarked on a long and arduous petition for fairness and justice, which lasted for six years. On February 13, 2003, the Party Committee Work Commission of Shijiazhuang Municipal Party Committee, on behalf of the Municipal Party Committee and the Provincial Party Committee, formally apologized to Guo Guangyun. On August 9, 2003, Xinhua News Agency reported that, upon approval by the Central Committee of the Communist Party of China, the Central Commission for Discipline Inspection had reviewed Cheng Weigao's serious disciplinary issues as the former Speaker of the Hebei Provincial People's Congress, and decided to expel him from the Party and revoke his first-class provincial-level status. Guo Guangyun's relentless efforts were rewarded as he finally received the justice he deserved.
