Features: The Decision of the Party Central Committee on Improving the Socialist Market Economy System, adopted at the 16th National Congress, explicitly stated: "Coordinating urban-rural development, regional development, economic and social development, harmonious development between humans and nature, and domestic and foreign development," and emphasized the need to "adhere to people-centered development, establish a comprehensive, coordinated, and sustainable development concept, and promote the all-round development of the economy, society, and people." It also first proposed the need to establish a "system conducive to gradually transforming the dual economic structure between urban and rural areas." Scientific development concepts have laid a solid theoretical foundation and ideological preparation for us to fully grasp the sustainable development of cities. Last year, the Regional Economic Development Department of the National Development and Reform Commission established the project "Research on the Sustainable Development of Chinese Cities" and organized nearly 60 experts to conduct systematic research on major issues related to urban sustainable development. To ensure the sustainable development of the urban economy, it is necessary to promote the innovation of the economic system and establish as soon as possible an economic operation mechanism and resource allocation methods that meet the requirements of the socialist market economy. Further improving the socialist market economy system and giving full play to the fundamental role of market resource allocation are essential. To promote urban sustainable development, it is necessary to maintain a solid foundation and focus on improving the carrying capacity of urban resources. In urban sustainable development, education holds a comprehensive, fundamental, and leading position. It is essential to reasonably adjust the industrial structure and employment structure, pay attention to the development of labor-intensive industries with comparative advantages and market potential, especially service-oriented enterprises and small and medium-sized enterprises with large employment capacity, and actively develop diverse forms of economic ownership such as collective, private, and individual economies. Improving urban environmental quality and enhancing the carrying capacity of the city's environment for socio-economic development have become an important task for promoting urban sustainable development. To increase urban environmental capacity, first, it is advocated to promote green production, integrating enterprise environmental management into production management processes to ensure that production and environmental protection are organically combined.
