With the aim of providing theoretical support and policy recommendations for innovating China's human capital production system, this book, within the theoretical background of the human capital paradigm and the high relevance of human capital to economic growth and development, employs the analytical framework and theoretical tools of new institutional economics. On a macro level, it theoretically deduces the structure, functions, and environment of human capital production systems, the interactions between human capital production systems and the four environmental elements of the state, economy, knowledge, and culture, the investment and return systems of human capital production, as well as the innovation and evolution patterns of human capital production systems.
On this basis, it examines the changes in exogenous and endogenous factors of China's current human capital production system, studies the innovation models and evolutionary directions of China's human capital production system, and proposes policy recommendations to achieve China's educational development goals before 2010.
