Comrade Jiang Zemin's report at the 16th National Congress systematically summarized the basic experiences of the past thirteen years, comprehensively elaborated the fundamental requirements of the Important Thought of the Three Represents, and clearly put forward the goals for our Party and the nation in the first two decades of this century, as well as the policies and measures in various aspects such as economy, politics, culture, defense, national unification, foreign affairs, and the construction of our Party itself. All of these are for every Party member and those actively seeking Party membership to study seriously. To facilitate the study of the new Party Constitution passed by the 16th National Congress, deepen the understanding of the spirit of the 16th National Congress documents, and fully implement the requirements of the Important Thought of the Three Represents, especially to meet the needs of training for Party aspirants, we have organized Party-building experts from the Central Party School and local Party schools to compile this textbook for Party training.
