Features: This is a report documenting the history of China's reform ideas. It aims to enhance people's understanding of reform and its deeper advancement, inspiring action to create a new situation where progress is achieved across all aspects, breaking free from difficulties. Based on the ideas and vision we have long upheld, this report fully expands and deepens what we consider necessary to address the challenges posed by reform bottlenecks. It points out that significantly reducing social division and imbalance is entirely possible, and the forces of globalization and technological progress can and must be harnessed to serve China's development. Whether this can be achieved depends on how the government, institutions, and society function, as well as the choices made in public behavior at both national and local levels. This report adopts the current correct new perspectives on development issues, recognizing that development is not solely an economic concept but also encompasses achievements in technology, education, healthcare, ecological environment, social systems, and other areas of human development. Furthermore, based on a series of setbacks and lessons learned, the report expands this call to include the comprehensive development of individuals, harmonious progress of society, and active transformation of institutions. The aforementioned aspects of social development are vividly illustrated in our research—China Policy Report, China Decision Report, China Urban Report, and China Digital Report. As background material for this report, it systematically summarizes and reviews the core values in reform ideas and social development over the past 25 years, particularly those emphasized in the plenary sessions of the Third Central Committee. Given the systematic nature of this report, it is necessary to explain its intrinsic connections:
China Decision Report—Collects the most recent research findings from nearly 100 renowned experts in China's economy and sociology since 2003, presenting cutting-edge analyses and forecasts. Especially noteworthy are the three major reports on people's livelihood, prosperity, and people-centered governance, which represent the deepest reflection of the "people-centered" philosophy to date.
China Policy Report—Guided by a comprehensive development perspective, a scientific reform philosophy, and a correct view of performance, it reflects on the remarkable journey of China's reform over the past 25 years. The historical research on the plenary sessions of the Third Central Committee is particularly valuable.
China Urban Report—Given the rapid advancement of China's urbanization, this report conducts strategic research on the future direction of urbanization in China, including: New Urban Declaration, New Urban Revolution, New Urban Competition, New Urban Movement, and New Urban Security.
