The report adopts the new perspective on development issues that is currently correct, recognizing that development is not solely an economic concept but also includes achievements in various fields such as technology, education, healthcare, ecological environment, social systems, and other aspects of human development. Furthermore, based on a series of setbacks and lessons, the report expands this demand to encompass broader aspects, including comprehensive human development, harmonious social progress, and active institutional reform. The aforementioned aspects of social development are vividly illustrated in our research—China Policy Report, China Decision Report, China Urban Report, and China Digital Report. As background material for this report, it systematically summarizes and reviews the core values of reform over the past 25 years, especially the key value concepts emphasized in the plenary sessions of the Third Central Committee at every stage of reform and social development.
