Section 2.1 Basis for Supervision
2.1.1 The basis for supervision shall be the laws, regulations, policies, rules, and relevant provisions formulated by national and local construction administrative departments, as well as the technical and economic regulations of the former Ministry of Posts and Telecommunications.
2.1.2 Construction projects must comply with the engineering construction specifications and quality inspection and evaluation standards promulgated by national and communications industry administrative departments.
2.1.3 Project proposals approved by superiors, feasibility study reports, construction plans, design (budget estimates) books, design drawings, construction organization plans, and construction bidding documents, as well as other relevant documents related to this project.
2.1.4 Supervision contracts signed between the supervision unit and the construction unit, construction contracts signed between the construction unit and the contractor, and relevant agreements.
2.2 Phases of Construction Supervision
2.2.1 Phases of Construction Supervision
Construction supervision is generally divided into three stages:
- Supervision during the preparation phase of construction
- Supervision during the construction phase
- Supervision during the warranty phase
In the warranty phase, the repair and restoration of the project shall be consistent with the supervision during the construction phase.
2.2.2 Supervision during the Preparation Phase
1. Preparation of Supervision Work
(1) Supervision Personnel Entry
The supervision unit shall dispatch sufficient supervision personnel to the site in an appropriate time before the scheduled start date as stipulated in the construction contract to carry out supervision work. After the official start of construction, all personnel shall be fully in place according to the number and list specified in the supervision service contract. If there are personnel changes during the process, approval from the chief supervisor is required.
(2) Supervision Organizational System
Supervisors shall promptly establish an organizational system, create an organizational chart, formulate supervision plans and detailed implementation plans, clarify the scope of responsibilities at all levels, and establish normal work procedures and communication channels with the construction unit and the contractor.
(3) Supervision Equipment
Sufficient supervision equipment must be provided at the construction site of the telecommunication building project undertaken by the supervision unit to ensure the needs of quality control testing and various management tasks.
(4) Familiarity with Contract Documents
Supervision personnel shall fully familiarize themselves with the contract documents and relevant standards and testing methods. Any errors, omissions, or ambiguities in the contract documents should be verified, explained reasonably, and appropriate handling methods proposed.
(5) On-site Review
Supervisors shall require the contractor (or selected subcontractors—hereinafter referred to as "contractor" without further specification) to conduct necessary on-site review and verification of the drawings and alignment data provided in the construction contract documents, correct errors, and supplement missing information. For significant errors, omissions, or problematic issues identified, supervisors shall submit reports (materials) to the construction unit.
(6) Construction Environment Survey
Supervisors shall require the contractor to investigate buildings and other obstructions within the occupied area of the telecommunication building project that have not yet been demolished, as well as construction land that cannot be handed over on time before construction and disputed construction land. Based on the survey results, measures shall be proposed and submitted to the construction unit.
