Features: The bidding and tendering system is an important institution in the market economy, representing a transaction method that fully reflects fair, equal, and impartial competition. It plays a significant role in improving the efficiency of fund utilization for procurers, ensuring that procurement objects are worth their cost, enhancing transaction efficiency, and standardizing procurement behavior, particularly in engineering and government procurement. The bidding and tendering process itself also requires regulation, and an important way to achieve this is by conducting bidding and tenders according to authoritative and standardized bidding document models. Since the introduction of systems such as bidding and tendering for construction projects and government procurement in China, authoritative departments have issued a large number of bidding and tendering document models. However, further promoting and popularizing the use of these documents remains a long-term task for us. These bidding and tendering documents were issued by different departments at different times, making their collection a certain challenge. To address this, we have compiled this book to assist relevant units in learning and using these models. The editing of this book is divided into three parts: Engineering, Government Procurement and Goods and Services, and International. We categorize bidding and tendering documents into domestic and international sections, with the former being the primary focus of this book. According to international practices and China's relevant regulations, bidding content is divided into three parts: engineering, goods, and services. Therefore, domestic bidding and tendering document models should further be divided into these three parts. Due to the long history of implementing bidding and tendering in China's engineering field and the large number of issued models, the compiled documents are relatively extensive, hence forming a separate section, while goods and services are combined into one. In the international section, we have collected some World Bank bidding and tendering document models, as those issued by the World Bank have significant international influence, align with market economy transaction principles, and have a substantial impact on China's bidding and tendering system. They are also the most widely adopted international bidding and tendering document models in China. For the compilation of domestic bidding and tendering models, we primarily selected models from various ministries, commissions, and industries, while also including a small number of local bidding and tendering document models.
