The main material of this book comes from the magazine New China Monthly, and references were also made to other published or released books, periodicals, and literature. It documents major events, conferences, documents, speeches, policies, laws and regulations with a nationwide or international impact, as well as obituaries of prominent figures (limited to leaders of the Party and state, army generals and above, heads of democratic parties and people's organizations, and some well-known figures in various fields), from October 1949, the founding of the People's Republic of China, to August 1999. The chronicles are arranged in chronological order by year, month, and day. Uncertain dates are marked with the reporting time of Xinhua News Agency and newspapers. Articles with only months but no exact dates are generally placed at the end of the month. When multiple items are recorded for the same date, the date is stated at the beginning of the first entry, with "△" used for subsequent entries to indicate the same date. Most laws and regulations are annotated with their publication and implementation dates for easy reference.
