Features: Electric meters are measurement instruments used for trade settlement and are also mandated for compulsory metrological inspection as stipulated in the "Measurement Law." From the results of quality inspections of electric meters organized by the State Bureau of Quality and Technical Supervision in recent years, the sampling pass rate of electric meters has been very low, with issues such as poor quality and inaccurate measurement. Strengthening the metrological and quality supervision of electric meters to ensure fair electricity trading is a critical issue that has attracted significant attention from both the government and society. Last year, the State Bureau of Quality and Technical Supervision decided to designate electric meters as a nationally key-managed metrological instrument and implemented measures to improve their quality. Recently, the State Bureau of Quality and Technical Supervision also issued technical documents such as the "Outline for the Type Approval of Multifunction Electric Meters," the "Outline for the Type Approval of Fully Electronic Electric Meters," the "Outline for the Type Approval of Induction AC Active Electric Meters," the "Criteria for Assessing the Production Facilities of Enterprise Manufacturing Licenses for Static Single-Phase Electric Meters," and the "Criteria for Assessing the Production Facilities of Enterprise Manufacturing Licenses for Mechanical Induction Single-Phase Electric Meters." Based on these main contents, we have also selected relevant regulations, documents, national standards, industry standards, and metrological inspection regulations related to the production and use of electric meters, compiling them into this "Technical Handbook of Electric Meters." The aim is to facilitate electric meter manufacturers, power departments, and metrological supervision departments in understanding the relevant principles, strengthening the supervision and management of electric meters, improving their quality, and ensuring accurate electricity measurement.
