When can a fetus be first checked to see if it has hydrocephalus?

I am now 7 and a half months pregnant. During this ultrasound, the report said the fetus's CW is 15, which is larger than the normal head circumference of a fetus. The doctor has now asked me to come back in two weeks for another ultrasound to confirm whether it is fetal hydrocephalus. Now, I would like to ask, if the fetus has hydrocephalus, will the child definitely be mentally retarded when born? Why didn't I notice this problem in the previous ultrasounds?
