Features: Since the promulgation and implementation of the Beijing local standards "Technical Conditions for Completion of Major Repair of Automobiles for Delivery from Factories" (DB/1100R1601—88), "Technical Conditions for Completion of Major Repair of Automobile Engines for Delivery from Factories" (DB/1100R1602—88), and "Technical Conditions for Completion of Second and Third Maintenance of Automobiles for Delivery from Factories" (DB/1100R1603—88) in 1988, they have played a significant role in strengthening the technical management of automobile maintenance in Beijing, improving the quality of automobile maintenance, and ensuring the healthy development of the automobile maintenance industry. With the advancement of automobile technology and changes in maintenance systems, the original three local standards can no longer meet practical needs. The Beijing Municipal Transport Bureau has attached great importance to this issue and established a standard revision and writing team in early 2000 to revise the original three local standards. After conducting research, the team proposed revising the original three standards into four, namely: "Technical Conditions for Completion of Major Repair of Automobiles for Delivery from Factories," "Technical Conditions for Completion of Major Repair of Automobile Engines for Delivery from Factories," "Technical Conditions for Completion of Maintenance of Automobiles for Delivery from Factories," and "Technical Conditions for Completion of Minor Repair of Automobiles for Delivery from Factories." After nearly a year of work, the new four local standards have been approved and published by the Beijing Municipal Bureau of Quality and Technical Supervision and have taken effect since January 1, 2002. The new standards aim to be scientific, practical, and operable, while retaining the practical features of the original standards. They also refer to and apply relevant updated standards, original equipment manufacturer (OEM) manuals, and repair manuals, incorporating many new technological contents. In accordance with the requirements of GB/T1.1—2000 "Guidelines for Standardization Work," the format and expression of the standards have been reviewed and verified item by item, ensuring that the standards are standardized in style, correct in content, concise in text, and normative in language. Technical terms are clearly expressed. The publication and implementation of the new standards will not only provide effective guidance for the improvement and development of the automobile repair industry in Beijing but also actively promote the standardization work of the national automobile maintenance industry. For convenience of use, we have compiled the new four local standards along with relevant national standards, ministerial standards, and local standards into a single volume for reference by automobile maintenance industry management personnel, automobile maintenance technicians, quality inspectors, automobile maintenance workers, and automobile users. During the revision and review process of the standards, we received strong support from many organizations and experts, including the Beijing Municipal Bureau of Quality and Technical Supervision. We express our heartfelt gratitude to them. Due to the limited expertise of the authors, the new standards may still have shortcomings. As science and technology continue to advance, standards should also be continuously enriched and improved. We sincerely hope that experts from all relevant parties will provide feedback on problems and suggestions encountered during the implementation of the standards to facilitate further revisions and improvements.
