The research project "Capital Talent Development Strategy Research" was one of the seven key research projects organized and conducted by the CPC Beijing Municipal Committee in 2003. For the first time, it outlines and depicts the development vision of the capital's talent strategy, aiming to build Beijing into a vibrant and hopeful talent hub where intellectual resources are attracted, human capital continuously grows, and a dynamic and promising environment is fostered. For the first time, it proposes the strategic goal of establishing a "professionalized, modernized, socialized, and humanized" talent resource development and management system for the capital.
