Childhood fracture, joint protrusion, can it be pushed back by itself or need surgery?

The child is 6 years old. On January 25, 2013, while playing, they injured their right arm joint and were diagnosed with a fracture by a local hospital, receiving a cast. Now, when the child straightens their arm, the elbow joint is noticeably higher. The local hospital said no surgery is needed and advised to slowly push it back into place. Later, on November 25, they went to Beijing Jishuitan Hospital for another X-ray, and the doctor recommended surgery.

Doctor's answer:

Looking at the film, the original diagnosis was a supracondylar fracture of the humerus. Now there may be cubitus varus, possibly accompanied by limited flexion of the elbow joint. Is that correct?
