Features: Water is an irreplaceable resource for human survival and development, and the foundation for sustainable economic and social development. China faces insufficient water resources due to population growth, uneven temporal and spatial distribution, making water shortage a significant constraint on economic development and social progress. Building a water-saving society is the most fundamental and effective strategic measure to address water scarcity, as well as a necessary requirement for adhering to a people-centered approach and establishing a comprehensive, coordinated, and sustainable development vision. Through the construction of a water-saving society, the efficiency and effectiveness of water resource utilization will be improved, the ecological environment will be enhanced, and the capacity for sustainable development will continue to strengthen. This will promote harmonious coexistence between humans and nature, thereby guiding the entire society toward a path of civilized development with thriving production, prosperous lives, and a sound ecological environment. To better guide pilot projects for building water-saving societies across regions and explore pathways for such construction, the Department of Water Resources, Ministry of Water Resources, has compiled the materials from this Zhangye conference and related documents on water-saving society construction into this publication for reference by all regions.
