Features: The main issue of the research on "Decentralized Public Governance" is: How to protect the public interest under increasingly diverse forms of government organizations. In this report, we will focus on various different government entities, which we refer to as "agencies, authorities, and other government entities." This book is one of the research outcomes of the OECD's "Decentralized Public Governance" research project, introducing the experiences and lessons of nine countries in governing public organizations. It aims to provide insights and open up for countries to seek solutions tailored to their own circumstances. "Decentralized Governance" is a newly coined term in this book, reflecting the emerging trend worldwide of establishing a large number of public organizations with a certain degree of independence outside the core ministries and commissions of the government. Although more than half of public employees work in these organizations and more than half of public expenditures are incurred in them, they have not been deeply studied from the perspective of government governance. Some important issues related to these organizations still remain unresolved, such as whether the government has properly supervised them and how much responsibility they bear and to whom they are accountable. This book is one of the research outcomes of the OECD's "Decentralized Public Governance" research project, introducing the experiences and lessons of nine countries in governing public organizations. It aims to provide insights and open up for countries to seek solutions tailored to their own circumstances.
