After Zhang Juzheng ascended to the position of Grand Secretary, he was full of ambition to revitalize the court and reverse the declining policies. However, with the treasury empty, he had to resort to using pepper and su wood to substitute for officials' salaries. Unbeknownst to him, this measure caused a huge uproar in the capital, with court officials in an uproar. Over the issue of salary reduction, the Minister of the Storage of Grain and Silk died in office, and the palace secretly spared treasures to save the murderer; a sixth-rank assistant official committed suicide, and the remnants of Gao Gong took the opportunity to stir up trouble.
