Features: Years of legislative practice have taught us that China's legislation must first be grounded in its national conditions and align with the country's realities, while also understanding foreign legislative practices and drawing on their beneficial experiences. The activities organized by the 2002 project were aimed at understanding and learning from the valuable experiences of foreign legislation to serve China's legal system development. Since 2000, the German Technical Cooperation Company (GTZ) has been collaborating with the Law Research Office of the Standing Committee of the National People's Congress (LAC) to jointly promote the legislative process of Chinese administrative law in line with the principles of a rule of law state. This project's published volume, Administrative Institutions: A Comparative Law Reader (Volume 1), covers various topics in the field of administrative law. The content of this volume focuses on some hot issues during the drafting process of China's Administrative Procedure Law. The articles in this volume are expert presentations from the international seminar jointly organized by GTZ and the Law Research Office of the Standing Committee of the National People's Congress in 2002. Similarly, as we hoped when publishing the first volume, this book aims to spark discussions on the issues during the drafting process of China's Administrative Procedure Law. Additionally, this book will serve as a reference for studying the legislative background of administrative procedure law. Other books in this series will also be published. In addition to this series, GTZ has also published other relevant legal book series under legal consulting projects with the Ministry of Commerce of the People's Republic of China, the Financial and Economic Committee of the National People's Congress, and the Ministry of Labor and Social Security of the People's Republic of China.
