Features: Fiscal activities are an integral part of the entire socio-economic and political activities, as well as a concentrated reflection of various contradictions in social development. As a social science, fiscal theory must serve reality by, on one hand, starting from practical conditions and the bigger picture to study new situations and issues, seeking theoretical solutions and countermeasures to resolve contradictions, and on the other hand, adapting to the development of the times and continuously innovating. The time span of this selected works spans 43 years from the author's first published paper in 1960, many of which have become historical. Especially in the articles from the 1960s, some arguments and wording may give modern readers a sense of being disconnected from the past, but this is indeed history! Publishing it today serves two purposes: on one hand, it is a for my students as a birthday gift for me turning 70; on the other hand, it reflects, from a partial and fragmented perspective, my research on the development of China's fiscal theory and practice. This may provide some reference for later generations studying the evolution of Chinese fiscal theory!
