The story takes place just before World War II, where the protagonist Han randomly meets an American named Scadell, and thus learns of the German spy's conspiracy to assassinate the Greek Prime Minister Karolides visiting Britain. Scadell is well aware of his own predicament and prepares to entrust the mission of disrupting the spy plot to Han. A few days later, Scadell was killed. Han disguises himself as a milkman and begins his days of escape. Due to his involvement in the murder of Scadell (who died in Han's room), Han faces double pursuit, exhausting himself in constant evasion, hiding in the wilderness of Scotland. He survives multiple near-death experiences, often on the brink of peril, and eventually receives help from a kind political candidate, finding Sir Walter, a foreign affairs official. Although they fail to prevent the German spy from assassinating the Greek Prime Minister, they later successfully decipher the cipher of "39 steps" and find the spy's escape port, capturing the spy disguised as the Minister of the Navy who stole the war plans of Britain and France.
