To thoroughly implement the "National Environmental Protection 15th Five-Year Plan" and the "National Ecological and Environmental Protection Framework," to effectively protect important ecological functional areas, key resource development zones, ecologically sound areas, and rural ecological environments, to intensify ecological and environmental law enforcement, and to strive to curb the trend of ecological deterioration, the State Environmental Protection Administration decided to carry out pilot work on ecological and environmental supervision across the country from 2003 to 2005 to promote the implementation of the principle of giving equal importance to pollution prevention and ecological protection. To assist localities in carrying out pilot work on ecological and environmental supervision and to help national inspectors adapt to the new situation and requirements of environmental supervision work, the Environmental Supervision Office of the State Environmental Protection Administration of China compiled this book. The book introduces China's ecological and environmental issues and development trends, ecological and environmental protection goals and content, elaborates on the concept of ecological and environmental supervision, the guiding principles for carrying out the work, the legal basis for law enforcement, and the content of supervision, and also puts forward requirements for ecological and environmental supervision work.
