Does my baby need treatment?

Patient's question:

My baby was born on March 7, 2012. At that time, the screening department conducted a thorough examination and said that the baby's thyroid function was not up to standard, requiring a retest. A few days after birth, the results of the heel prick test were: TSH value 14.2 (positive), PHE value 0.9 (negative). Then the hospital asked us to come for a retest. When the baby was 15 days old, we went for another thorough examination, and the results were: TSH value 11.8↑ uIU/ml (normal range 0.34–5.6), FT4 value 1.05 ng/dl (normal range 0.61–1.12), FREET3 value 3.91↑ pg/ml (normal range 2.5–3.9).
What kind of assistance is needed: The doctor at the hospital after the retest said there was no need for treatment, but I still hope to get more expert feedback. I want to understand my baby's condition and how it is that treatment is truly not needed?
