Features: The China Resources Report was heavily funded by the Chinese Academy of Sciences and was completed under the guidance of a senior advisory group composed of high-level experts and leaders in China's natural resource management and research fields. The research and writing of the report aim to elucidate the basic situation of major natural resources in China, analyze problems in the development, utilization, and protection of these resources, propose solutions and measures, and provide detailed relevant data. The report is divided into main text and appendices. The main text consists of nine chapters, structured into three parts following the concept of overall - category - overall.
Part 1 consists of two chapters. Chapter 1 (authored by Yao Jianhua and Gu Shuzhong) briefly analyzes the macro situation of China's resource issues, clarifying the relationship between resources, population, environment, and development over the past 50 years, especially the last 20 years. It provides an overall assessment of the current and future resource situation and offers a brief review and outlook on basic resource strategies. Chapter 2 (authored by Shen Lei and Cheng Shengkui) conducts a systematic analysis of natural resource conditions and issues from the perspective of ensuring national resource security, particularly exploring the classification and influencing factors of national resource security. It analyzes the basic situation of strategic resource security in China and describes the country's resource security strategies.
Part 2 consists of five chapters, aiming to categorically elaborate on the supply-demand situation of resources, countermeasures, and related suggestions. Chapter 3 (authored by Yao Zhijun, Wang Jianhua, and Gao Yingchun) analyzes the current status and issues of water resources from the perspective of sustainable utilization and water security, and describes the strategic choices for water issues. Chapter 4 (authored by Wang Xiuhong and Li Xiubin) analyzes the current status and issues of arable land resources, systematically evaluates arable land and its related policies, and explicitly proposes a strategy of protective utilization for arable land resources. Chapter 5 (authored by Lang Yihuan, Geng Hao, and Wang Limao) analyzes the current status, issues, and potential of energy resources and the energy industry, examines the energy security system and its operational trends, and describes the basic elements of a national energy security system oriented toward two resources and two markets. Chapter 6 (authored by Lü Guoping, Wu Taiping, Yao Yichuan, and Shen Lei) systematically analyzes the supply-demand situation of mineral resources, proposes the construction of a stable, secure, and economical mineral resource security system, and offers related suggestions for major measures in mineral resource development. Chapter 7 (authored by Zhao Jian'an and Cheng Shengkui) analyzes the basic status and development prospects of resources in western China, proposes basic guiding principles and countermeasures for their development and utilization.
Part 3 consists of two chapters, covering the use of foreign resources and resource management. Chapter 8 (authored by Wang Limao) analyzes the necessity and feasibility of implementing an open resource security strategy, examines the basic structure of global resource trade and China's position within it, reviews China's history of utilizing foreign resources and trade relations, and proposes basic countermeasures for using foreign resources. Chapter 9 (authored by Gu Shuzhong) analyzes the basic framework of resource management systems, legal frameworks, and mechanisms, evaluates the historical development of resource management systems, legal frameworks, and mechanisms, and proposes suggestions for establishing, reforming, and improving resource systems, legal frameworks, and mechanisms. It particularly offers opinions and suggestions for improving the resource policy system and reforming resource management systems.
The appendices contain six sections. Appendix 1 (compiled by Wang Limao) lists major events in China's natural resource field over the past 50 years in detail. Appendix 2 (compiled by Shen Lei and Gu Shuzhong) lists major natural resource management, research, and educational institutions in China. Appendix 3 (compiled by Gu Shuzhong, Shen Lei, and Cheng Shengkui) lists major international natural resource institutions. Appendix 4 (compiled by Gu Shuzhong) lists major natural resource laws and regulations in China. Appendix 5 (compiled by Shen Lei, Wang Limao, Yao Zhijun, Wang Xiuhong, and Gu Shuzhong) lists basic data on major natural resources in China. Appendix 6 (compiled by Gu Shuzhong) lists major global and Chinese resource (environmental) festivals.
