Brief Introduction This book is compiled based on the "Teaching Syllabus for Railway Vehicle Inspection Professional" formulated by the Ministry of Railways. Its content includes: safety knowledge for vehicle operation; technical inspection and rapid repair of passenger and freight vehicles; technical inspection and rapid repair of passenger vehicle electrical systems; single-vehicle test of braking systems; scoring standards; use of common measuring tools and equipment. This book serves as the practical teaching material for vehicle inspection professionals in railway technical schools and can also be referenced by fitters, inspectors, and technical personnel in vehicle operation departments.
Excerpt:
(1) It is strictly prohibited to directly or indirectly contact overhead contact line conductors, climb onto vehicle roofs, tank tops, locomotive refrigeration machine work platforms, loaded cargo, or perform maintenance work on handbrake pedals of covered wagons and high-side open wagons.
(2) Any objects carried by train inspection and crew personnel must maintain a distance of over 2 meters from the live parts of overhead contact line equipment.
(3) The installation of train inspection equipment, the stacking of tools, materials, and spare parts must be kept at a distance of over 0.5 meters from electrified equipment.
(4) When an overhead contact line conductor breaks and sags onto a vehicle or other objects, train inspection and crew personnel should not handle the situation but maintain a distance of over 10 meters, protect the scene, and promptly notify relevant personnel for handling.
(5) Overhead contact line infrared detection devices and electrical signal equipment must maintain good insulation. When inspecting and maintaining infrared detection devices in sections or outside stations, dedicated personnel must provide protection, and work must be suspended when trains pass. The burial of grounding wires must comply with certain distances from overhead contact line conductors.
(6) It is strictly prohibited for any personnel to lean against or rest on electrical equipment.
8. Crew personnel of air-conditioned passenger coaches and locomotive refrigeration trains, in addition to adhering to the above safety regulations for operation, must undergo professional training to familiarize themselves with the structure, performance, and operation methods of their assigned areas. They must pass examinations and certifications to qualify for duty.
9. Each trade within a train crew team must have clear division of labor, and personnel from other trades are strictly prohibited from operating equipment. In special circumstances requiring temporary duty substitution, only personnel designated by leadership as competent may take over.
10. When entering insulated wagons for work, the door must be opened. When closing the door, call out, look out, and confirm that no one is inside before closing.
11. Mechanical operators should adhere to the following:
(1) Before starting, check to ensure that safety devices on all mechanical parts are functioning properly, fuel, lubricating oil, and cooling water levels and valve positions are normal. Use dedicated engine testers and tools to inspect the condition of the engine.
(2) Before starting, disconnect the rotating device and obtain consent from the motor personnel before operating the equipment.
(3) The engine room must be kept clean, smoking is prohibited, and flammable materials must not be stored or heated near high-temperature parts of the engine. Prevent fires from occurring. When the engine is running, do not touch rotating parts or wipe the engine.
(4) When stopping, do not force the flywheel to stop using other objects. When inflating or refueling, operators must not leave the scene.
12. Electrical operators should adhere to the following:
(1) Electrical tools, instruments, and wires must be carefully inspected before use to ensure good insulation. Before the train generates power, measure the insulation resistance of all main lines to meet the technical requirements of this train.
(2) When the power car supplies power, the air-conditioning and refrigeration personnel must be responsible for establishing a "power supply sign" handover system to confirm safety before supplying power.
(3) When plugging in or disconnecting electrical connectors, the power supply must be cut off, and a red sign "Do Not Close Circuit" must be hung on the power distribution panel of the power car. After completion, the person who hung the sign must personally remove it.
(4) When handling electrical faults, live work is generally not allowed. If live work is necessary, only skilled personnel should perform it, wearing protective equipment and having dedicated supervision. No part of the body should touch the ground during operation. The distribution panel must not be opened for live fault handling during operation.
(5) When connecting to ground power, disconnect the power connection line between the power car and the train, strengthen communication with the power supply unit, and ensure a reliable grounding.
(6) Insulating rubber mats should be laid in the distribution room, and dry powder fire extinguishers should be provided.
13. Refrigeration machine operators should adhere to the following:
(1) Before the refrigeration system operates, confirm the position of each shut-off valve in the system.
