The project was initiated in early 1997, with the plan to conduct a systematic study of the fiscal systems of about 20 representative countries in the world. It involves international comparative research on fiscal and economic categories such as budget, government expenditure, taxation, government debt, transfer payments, social security, state-owned asset management, and related systems. The project aimed to publish or release the research findings in phases by 2000.
