Features: To enable the national financial system for education, science, culture and arts, as well as relevant departments, to comprehensively and systematically understand the laws, regulations, and institutional rules concerning the financial management of education, science, culture and arts over the past two years, continuously improve management levels and work quality, and further enhance the financial management of education, science, culture and arts, we have organized relevant personnel to edit and publish the "Handbook for Financial Management of Education, Science, Culture and Arts" for everyone's study and work. The Handbook is divided into five sections. The first section is the General Part, which mainly collects and organizes laws, regulations, and institutional rules related to the financial work of education, science, culture and arts; the second section is the Education Part, which mainly collects and organizes institutional rules related to educational methods; the third section is the Science Part, which mainly collects and organizes institutional rules related to science; the fourth section is the Culture Part, which mainly collects and organizes institutional rules related to culture; the fifth section is the Important Speeches of Ministry Leaders on Education, Science, Culture and Arts Work and Other Topics. The Handbook selects laws, regulations, institutional rules, and leaders' speeches directly related to the financial work of education, science, culture and arts from January 1999 to December 2000. In implementation, if there are new regulations, they shall be executed according to the new regulations.
