Features: The first session of the 10th National People's Congress was an important meeting held after the 16th National Congress of the Communist Party of China. This conference elected the new national leadership body and its members. China's development is at a new historical starting point, with various ministries, commissions, and provincial and municipal governments all working hard to seize opportunities and chart a new grand blueprint to achieve the goal of building a moderately prosperous society in all respects. To help cadres and the public understand the new ideas of the Party and the government, this book, "Authoritative Interpretation – Interviews with New Provincial and Ministerial Leaders," was compiled. It collects interview articles by Xinhua News Agency reporters during and after the "Two Sessions" with leaders from various regions and ministries, primarily focusing on their discussions on governance ideas and concepts. The 10th National People's Congress session gave birth to the new national leadership body and its members. Many new faces appeared in the leadership ranks of provinces, municipalities, and ministries. Xinhua News Agency reporters have the responsibility to introduce these elites to the public, especially reporting on their new governance ideas. In light of this, He Ping, Vice President of Xinhua News Agency, led several senior reporters in interviews and editing to launch "Authoritative Interpretation – Interviews with New Provincial and Ministerial Leaders."
Liu Qi (Mayor of Beijing): "Transforming government service mechanisms with the spirit of entrepreneurs should become a consensus among all government departments. Let Beijing become the most attractive place."
Dai Xianglong (Mayor of Tianjin): With his confident smile and fluent speech still intact, he said, "I must quickly adapt to my new role and share the breath and fate of the 10 million people of Tianjin, working diligently for the people."
Han Zheng (Mayor of Shanghai): At 49, he manages a population of 16 million. He said the pressure comes from the great responsibility. Shanghai has achieved significant success, but the mind must not become overheated. He also added, "Losing the trust of the people means losing everything."
Zhang Zhongwei (Governor of Sichuan): Speaking in his strong Sichuan dialect, he said, "The 30,000 to 40,000 square kilometers of soil erosion in Sichuan have been effectively controlled, with a total of 5.6 billion tons of silt trapped over four years, significantly reducing the amount entering the Yangtze River."
Jia Zhibang (Governor of Shaanxi): "Looking at the map, the region of Shaanxi resembles a kneeling 'Terracotta Army.' In the new historical period, we must further activate it and get it moving."
Zhang Bolin (Minister of Personnel): In his first speech at the full meeting of the Ministry of Personnel, he self-evaluated as "not afraid of hardship, daring to take responsibility, not slacking off, and not being lazy." This new minister, who has been in and out of the Organization Department twice and the Ministry of Personnel twice, is humble, down-to-earth, rigorous, and pragmatic.
Xie Xuren (Minister of State Administration of Taxation): His hobby is mountain climbing, and he dedicates half a day each week to climbing Xiangshan Mountain. During his time at the Ministry of Finance, he oversaw "spending money," at the Agricultural Development Bank, "using money," and at the State Economic and Trade Commission, "making money for enterprises." Now, he manages "collecting money."
Yang Yuanzhi (Minister of Civil Aviation Administration of China): A former pilot, his passion for flying has been a lifelong pursuit.
