It also includes a table of temporary import tariffs, a table of specific and compound duty rates, a table of import commodity tax rates, a table of tariff rates for non-dutiable IT products, the "Early Harvest" tariff items and rates under the China-ASEAN Free Trade Area, tariff items and rates for zero-tariff arrangements for Chinese and Thai fruits and vegetables, tariff items and rates for preferential tariff arrangements between the mainland and Hong Kong and Macao, tariff items and rates for preferential treatment for Cambodia, Myanmar, Laos, and Bangladesh, a table of export tax rebates, and the 2004 export tariff and export temporary tariff.
The second part is "Laws, Regulations, and Provisions on Import and Export Trade Management," which collects newly promulgated laws, regulations, and administrative measures related to foreign trade management from relevant ministries and commissions such as the Ministry of Finance, the Ministry of Foreign Trade and Economic Cooperation, the State Economic and Trade Commission, and China Customs. It covers foreign trade regulations, domestic taxes on import, general import and export management of commodities, import and export management of mechanical and electrical products, import and export commodity inspection, quarantine of animals and plants, sanitary quarantine, pharmaceutical inspection, chemical registration, export tax rebates, and management measures related to trade rights, processing trade, foreign exchange management, and other trade management measures, totaling over a hundred laws, regulations, and provisions. It is the most comprehensive and up-to-date reference book for import and export trade management in China so far.
For the convenience of customs declaration and tariff calculation, this book also includes a common code table for customs declaration automation systems and the "Methods for Calculating Customs Tariff Payments."
