In April 1840, the Westminster Review published an article titled "Parliamentary Reform: Risks and Safeguards." In it, the author boldly predicted some of the consequences of the political reform proposals being put forward at the time: unless appropriate preventive measures were taken, an increase in formal freedom would be followed by a reduction in actual freedom. After his predictions were accurately confirmed, the author immediately set about making future predictions and emphasized them, doing his best to awaken people to the potential dangers. The four articles included in this book were written for this purpose.
