Part I: Basic Theories of Law
It mainly introduces general theories of law, the formulation and implementation of law, and the theory and practice of the rule of law. It serves as the foundation and prerequisite for systematic learning and profound understanding of various branches of law. For civil servants engaged in leadership roles in the Party and state, it is particularly important. As the saying goes, "Those in public service must not only know the law but also understand how it became such law and the reasons behind it."
Part II: Constitution
It mainly introduces the nature of the state, the form of the state, state organs and their functions, as well as the fundamental rights and obligations of citizens as stipulated in the current Constitution of China. The Constitution holds the position of a fundamental law in a country's legal system. The legal system composed of various branches of law and the various forms of law must all be based on the Constitution and may not conflict with it. Therefore, studying and researching the Constitution can help one generalize and understand other branches of law.
Part III: Relevant Branches of Law
It mainly introduces several major branches of law closely related to the work of civil servants, such as administrative law, civil law, economic law, social law, environmental law, criminal law, and procedural law. These are the fundamental laws that civil servants should master and form the basis of administering the state according to law.
