Child 1 can walk but cannot talk, is that normal?

Hello: It is not normal for a child to never respond for 18 months, but the age at which a child starts talking varies from person to person. Outside of normal circumstances, the most common cause of delayed language development is intellectual disability. There is a very close relationship between intelligence and language. Children with intellectual disabilities cannot pay attention to what others say to them, cannot concentrate their minds, have poor ability to imitate intentionally, and cannot express themselves or recognize the meaning of words. Sometimes, although they can say a word clearly, they soon forget it.
