Features: Responsibility, in both moral and legal terms, refers to the obligation for individuals to take responsibility for their actions. The existence of the concept of responsibility is one of the fundamental conditions for the high degree of organization and long-term sustainability of human society. In recent years, various regions and departments across the country have actively and effectively explored the management system for leaders, and the implementation of the accountability system for leaders is one of the important outcomes. However, the premise for the implementation of accountability is the accurate definition of leaders' responsibilities. Regrettably, academic research on this aspect has been scarce in the past, and the accountability measures implemented by local governments have largely focused on holding leaders accountable for administrative errors. Meanwhile, Professor Rong Shixing's new book, On Leaders' Responsibility (People's Publishing House, published in February 2004), is the first comprehensive monograph to systematically elaborate on leaders' responsibility. Reading the entire book, one can sense the author's academic sensitivity to the pulse of the times and a strong sense of innovation.
First, On Leaders' Responsibility provides another perspective for further deepening the reform of the cadre system. Traditional leadership science generally emphasizes the discussion of leader selection and appointment, the structure of leadership power, leadership decision-making, leadership methods, leadership coordination, and leadership systems. However, as the author states, "A person becomes a leader not because they hold power, but because they bear responsibility for a department, system, or task" (Postscript of On Leaders' Responsibility). From this perspective, the focus of cadre management at every stage should not merely be on the acquisition and exercise of power, but rather on the standardization and clarification of responsibility. Only by integrating power and responsibility can a scientific and effective cadre management system be established, and only then can the issue of leaders' power concepts be addressed from a conceptual level. It is essential to recognize that the power in their hands is entrusted by the people, that the exercise of power is supervised by the people, that they are accountable to the people, and that they must always remember their mission of serving the people. Since the reform and opening-up, our cadre construction has been moving toward scientificization and legalization, achieving significant results, and the efforts to combat corruption and uphold integrity have been continuously strengthened. However, it cannot be ignored that in recent years, some leaders in certain departments and regions, even senior leaders, have abused power and sought personal gain, ultimately leading to criminal behavior. According to the statistics of the Central Commission for Discipline Inspection, over the ten years from 1992 to 2002, 49,291 county-level leaders, 4,095 bureau-level leaders, and 176 ministerial-level leaders were disciplined nationwide, a shocking figure. The emergence of such phenomena has complex social roots, but the fundamental reason lies in some leaders' inability to correctly view and exercise the power in their hands, their loss of basic responsibility awareness, and the corresponding management systems' flaws and shortcomings in regulating and restricting power from a perspective of responsibility.
Second, On Leaders' Responsibility constructs a systematic scientific framework for leaders' responsibility. The book is divided into ten chapters, respectively discussing the political, economic, legal, social, strategic, decision-making, personnel, executive, management, and educational responsibilities of leaders. Leadership work is a comprehensive and complex task that involves almost every aspect of human social life, encompassing both macro-level strategic grasp and micro-level operational execution. From the perspective of leadership hierarchy, there are decision-making-level leaders, executive-level leaders, and management-level leaders; from the perspective of leadership types, there are party, administrative, enterprise and institution, and social organization leaders; from the perspective of leadership content, there are relationships between people and relationships between people and the objective environment; and from the perspective of leadership methods and means, it involves guidance, command, organization, coordination, supervision, and education. On Leaders' Responsibility, however, simplifies the complex and focuses on responsibility as the core, conducting in-depth research on all these aspects. It discusses both the individual responsibilities of leaders and the qualities and self-cultivation required to fulfill these responsibilities, as well as the responsibility awareness at various stages of leadership activities.
There are discussions on both the macro-level responsibilities of leaders and the specific requirements for these responsibilities. For example, in the chapter on "Political Responsibility," it first points out that leaders' political responsibility has three levels of meaning: general, special, and individual. The main aspects of leaders' political responsibility include upholding the constitution, adhering to and implementing the leadership of the party, maintaining national unity and stability. The conditions and requirements for leaders to fulfill their political responsibility include the importance of leaders' political, ideological, and cultural qualities in fulfilling political responsibility; strengthening the work style and system construction of cadres as an important guarantee for consolidating the ruling party's position; upholding the party's discipline, especially political discipline; maintaining ideological unity of the party; and correctly handling contradictions among the people.
There are also discussions on the micro-level and specific responsibilities of leaders. For instance, the chapter on "Leaders' Responsibility in Personnel Management" is divided into eight sections: the role of personnel selection and appointment in leadership work, the need for high-quality talent in socialist modernization, the principles and methods of "knowing people," the principles and systems of "good appointment," optimizing the environment for talent growth, nurturing talent while in office, adhering to the principle of authorization, and holding leaders accountable for personnel management failures. Detailed discussions are provided from basic principles to specific operations.
In summary, On Leaders' Responsibility systematically and deeply explores issues such as what leaders' responsibility is, what responsibilities leaders should bear, and how to fulfill these responsibilities. It achieves a balance between history and reality, theory and practice, not only enriching and expanding new areas of academic theoretical research but also holding significant practical guidance.
Professor Rong Shixing, the author of On Leaders' Responsibility, has dedicated many years to teaching and research in the field of public administration, achieving fruitful results. The publication of this book is both the crystallization of the author's long-term theoretical exploration and a summary of practical experience in leadership work. The topic of On Leaders' Responsibility was approved as a key project by the National Committee of Ethnic Affairs in December 2000. The research mainly covers ten aspects: leaders' political responsibility, economic responsibility, legal responsibility, social responsibility, strategic responsibility, decision-making responsibility, personnel management responsibility, executive responsibility, management responsibility, and educational responsibility. The focus of this research is to summarize experience, learn lessons, refine and elevate theory, and provide a comprehensive and systematic exposition of various leaders' responsibilities, combining history and reality, theory and practice, China and the world, with a scientific theoretical system, strong targeting, normative, and operational feasibility.
