The first part, Chapters 1 to 3, introduces the basics of public policy, including conceptual frameworks, characteristics, functions, operational processes, and the theoretical foundations and models for policy analysis. Chapters 4 to 8 explore the entire process of public policy implementation—from identifying policy problems to policy termination and cycles—guiding readers through the formation and recognition of policy issues, the formulation and implementation of policies, evaluation and monitoring, and the subsequent decisions on policy continuation or termination (policy cycles).
The second part, Chapters 9 to 14, provides a comprehensive and systematic analysis of representative policies in China, considering their impacts after China’s entry into the WTO. Throughout the specific analysis, this book strives to use scientific and standardized language to offer detailed guidance to self-study learners, aiming to enable them to independently apply the relevant theoretical knowledge of public policy analysis to evaluate real-world policies.
Public policy analysis is an interdisciplinary and cutting-edge discipline that reflects the latest achievements of modern science, particularly in the social sciences, and holds broad prospects for development. It plays a significant role in advancing the construction of socialist democratic politics, especially in promoting the scientificization and democratization of policy-making.
